MANILA — Initial investigations showed that the Overseas Workers Welfare Administration (OWWA) trust fund was not used in the unauthorized P1.4-billion land acquisition deal under the Department of Migrant Workers (DMW), a Palace official said on Monday.“Sa inisyal na imbestigasyon hindi po affected ang OWWA trust fund, pero ini-imbestigahan pa rin po kung may nagamit,” Communications Undersecretary Claire Castro said in a press briefing in Malacañang.“Pero initial po na imbestigasyon wala daw po, as of this moment,” she added.OWWA Administrator Arnell Ignacio was earlier removed from his post after spending public funds on the acquisition of a lot, where he intends to construct a facility for repatriated overseas Filipino workers, DMW Secretary Hans Cacdac earlier said.<div><a href="https://www.abs-cbn.com/news/nation/2025/5/17/dmw-probing-p1-4-b-land-deal-not-authorized-by-owwa-board-official-1134" rel="noopener noreferrer" target="_blank">DMW probing P1.4-B land deal not authorized by OWWA board — official</a></div>The DMW chief underscored that the project was not approved by the Department as he repeatedly noted that the government does not need to have its own lodging facility for OFWs.“Sa ngayon po ay under investigation pa po ang lahat at kung mayroon pa pong ibang mga opisyal na involved dito magkakaroon po ng action,” Castro said.“Kung sinuman iyon, tatanggalin, sususpendihin at agarang imbestigasyon ang kinakailangan dito,” she said.<div><a href="https://www.abs-cbn.com/news/nation/2025/5/16/yvonne-caunan-named-as-new-owwa-administrator-1741" rel="noopener noreferrer" target="_blank">Yvonne Caunan named as new OWWA administrator</a></div>The OWWA Trust Fund was created under Republic Act No. 10801 or the Overseas Workers Welfare Administration Act, which states that this private fund can only be used to “serve the welfare of member-OFWs and their families which shall include the financing of core programs and services of the OWWA.”“No funds shall be withdrawn from the OWWA Fund to respond, aid, supplement, or in any manner augment any required expenditure by other government agencies,” the law read.
