<p>MANILA — Transportation Secretary Vince Dizon on Wednesday welcomed the return of the No Contact Apprehension Policy (NCAP) of the Metropolitan Manila Development Authority (MMDA), describing it as a big win for road safety.</p><p>In a press conference, Dizon admitted that many of the country&#x27;s traffic laws are not being properly implemented, and he believes the NCAP will help address this problem.</p><p>&quot;Puwede na tayo, at least on a limited basis, magkaroon ng no-contact apprehension para matulungan ang ating enforcers,&quot; he said.</p><div><a href="https://www.abs-cbn.com/news/technology/2025/5/21/philippines-uses-ai-vs-traffic-violators-as-ncap-returns-1017">Philippines uses AI vs traffic violators as NCAP returns</a></div><p>The MMDA will reimplement the no-contact apprehension by Monday, May 26, after the <a href="https://www.abs-cbn.com/news/weather-traffic/2025/5/20/sc-partially-lifts-tro-on-no-contact-apprehension-policy-1536">Supreme Court partially lifted</a> its temporary restraining order on the policy.</p><p>The stay order has been lifted for major thoroughfares where the MMDA has jurisdiction, such as EDSA and C5. However, the TRO remains in effect for local streets.</p><p>Dizon said the transportation department and the Land Transportation Office (LTO) will also do their part in streamlining the process of vehicle registration and re-registration to help the MMDA in implementing the NCAP.</p><p>But he also noted that this is a shared responsibility between the government and citizens.</p><p>&quot;Kung hindi ililipat ng citizen &#x27;yung rehistro kapag siya’y bumili ng secondhand (car), problema &#x27;yan… Kailangan meron ding consequence kung hindi mo ilipat,&quot; he said.</p><p>&quot;Pero kung hindi malipat dahil sa mga komplikadong proseso at red tape, problema din &#x27;yan.
