Jonathan Cellona, ABS-CBN News<br/></span></span></span></div><p>MANILA — The Parish Pastoral Council for Responsible Voting (PPCRV) said on Friday the issue of reported discrepancies between number of registered voters, the number of actual voters and number of valid ballots cast in some precincts was a case of &quot;mislabeling.&quot;</p><p>PPCRV Spokesperson Ana De Villa Singson earlier said the Comelec website on May 12 showed that in one area, there were 992 registered voters and 768 voted. However, the number of ballots cast was 919.  </p><p>She said the <a href="https://www.abs-cbn.com/news/nation/2025/5/15/ppcrv-seeks-in-depth-explanation-on-mislabeled-comelec-info-1528">supposed mismatch</a> was flagged by the group&#x27;s coordinators in Zamboanga City and Dumaguete City.</p><p>In a press conference on Friday, Singson read the formal written response of Commission on Elections (Comelec) Director Ester Villaflor-Roxas on the issue.</p><p>&quot;The inaccuracies was due to the misunderstanding on the basis of the number of valid ballots cast,&quot; the message from Villaflor-Roxas stated.</p><p>The Comelec official defined the total number of valid ballots as &quot;the valid ballots that are actually cast into the ballot box.&quot;</p><p>The total number of scanned ballots meanwhile is &quot;the total sum of the valid, rejected and returned ballots.&quot;</p><p>Since the number of scanned ballots does not only show the valid ones, it will sum up to more than the number of actual voters.</p><p>&quot;The pointer in their [Comelec] program was set to number two. Hence, the number of valid ballots included the rejected, returned and valid ballots which sum up to more than the number of voters that actually voted,&quot; Singson said.</p><p>&quot;She is saying here there are two kinds of ballots... Actual ballots cast will be one per voter. Scanned ballot means one voter can actually scan it more than one time, for example if it&#x27;s rejected. The data they showed, they mislabeled it. The data that they showed was scanned, when they should have shown the valid one,&quot; Singson added.</p><p>The PPCRV spokesperson said scanned ballots could be higher than valid ballots because some voters, who experience issues with the automated counting machines, will scan their ballot more than once.</p><p>&quot;So the error was, the data that they showed, they mislabeled it. They showed the data that was scanned when they should have shown the actual valid number of ballots. That has since been adjusted,&quot; Singson said.</p><p>&quot;Hindi siya dapat nag-appear to begin with... Mukhang it&#x27;s a mislabeling, logistical issue more than anything else. So we&#x27;re considering this case closed already for this particular issue,&quot; she added.</p><p>Singson said she hoped to get a &quot;more thorough explanation&quot; from Comelec on the delay in transmission and other issues with automated election machines. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/5/13/wrap-alleged-issues-in-automated-halalan-2025-1638">WRAP: Alleged issues in automated Halalan 2025</a></div><div><br/></div><div><strong>&#x27;HIGHEST TRANSMISSION&#x27; </strong></div><div><br/></div><p>Singson said the PPCRV has received 99.12 percent of transmitted votes in theitsir unofficial parallel count, which is the last transmission they got from Comelec before it stopped transmitting on Thursday.</p><p>&quot;What you are seeing here is the last transmission already. So after today, we won&#x27;t be making any more updates to the unofficial parallel count... The last transmission last night brings us to 99.12 percent of all the transmission rates,&quot; Singson said.</p><p>&quot;I think this is one of the highest transmission rates that we&#x27;ve gotten and very, very quickly too. It&#x27;s only four days, barely four days after the election and already we&#x27;re at 99.12 percent already. In previous elections it took us more time than that to get to where we are now,&quot; she added.</p><p>Singson said PPCRV has received 19,506 or 20.91 percent of total physical election returns nationwide. The election returns are from Metro Manila and the southern and northern parts of Luzon.  </p><p>With more election returns expected to come in, Singson renewed the call for more volunteers to help in its auditing process.</p><p>&quot;May I please ask, we need more volunteers to come and verify... We need your help, we need volunteers... We hope to see you here because we are verifying the vote.
