Senior citizens body commissioner sacked for serious dishonesty, misconduct

Malacañang has ordered the dismissal of service of National Commission on Senior Citizens (NCSC) Commissioner Reymar Mansilungan after being found administratively liable for serious dishonesty, grave misconduct, and conduct prejudicial to the best interest of the service.The order was based on the administrative case filed by Miguelito Garcia and Rep. Rodolfo Ordanes of the Senior Citizen partylist against Mansilungan.Mansilungan is NCSC Commission Member IV covering Clustered Regions 1-3 as well as Cordillera Administrative Region.The decision, signed by Executive Secretary Lucas Bersamin on April 23, 2025, noted that Mansilungan misrepresented his educational background when he falsely claimed in his application to the NCSC that he obtained a degree in Bachelor of Arts in Mass Communication (Journalism) from the University of the Philippines.In his explanation, Mansilungan said he completed his journalism course from a correspondence school not recognized by the government and that he asked his daughter to encode his resume in an Internet cafe “wherein the entry in the ‘School Last Attended’ was inadvertently encoded as ‘University of the Philippines.’”The OES also said Mansilungan exhibited a “flagrant disregard of established rules and a clear willful intent to violate the law” when he recommended the grant of mid-year bonuses to two ineligible NCSC personnel under contract of service.Mansilungan’s actions “tarnished the image and integrity of the NCSC&quot;, Bersamin said.“This Office reiterates that public officials and employees are obliged to remain true to the people at all times as mandated by the Code of Conduct and Ethical Standards for Public Officials and Employees. Integrity is the capital of government workforce, hence dishonest acts are much to be condemned,” the Executive Secretary said.
